WCL Cracks Down on Coal Testing Fraud

Western Coalfields Limited has taken strong enforcement action against a third-party coal sampling agency, sending a powerful message across India’s public sector ecosystem that accountability and transparency can no longer be compromised.
The PSU has initiated blacklisting proceedings and filed a police complaint against Quality Services & Solutions Pvt. Ltd. over alleged manipulation in coal testing and sampling reports, a case involving an estimated financial implication of nearly ₹8.47 crore.
According to sources, the discrepancies surfaced after WCL conducted a detailed internal scrutiny of coal quality reports submitted by the agency. The company reportedly cross-verified the data with referee laboratories, where inconsistencies were detected in the sampling and testing records linked to commercial coal transactions.
Coal quality assessment plays a critical role in determining pricing, billing, and commercial settlements in the mining sector. Any irregularity in testing can directly impact revenue realisation and operational transparency. Recognising the seriousness of the issue, WCL moved swiftly with legal and administrative action.
The development is being viewed as a significant example of how PSUs are increasingly adopting a zero-tolerance approach toward malpractice, especially in areas involving public revenue and outsourced operations.
